The riding public is the one to blame, they always rant about the fare hike.. Tapos pag nagkaproblema, sisisihin nila gobyerno for poor maintenance. We have a very cheap mass public transpo, and as always "we get what we pay for"

That's because to be able to get loans from say, Japan, the signaling system must be supplied by a Japanes company, say Mitsubishi, while theodolite stock is supplied by another foreign company. Instead our train system must be delivered turn key a single company.
