That is one f*cked up country.
They spend millions on their nuke program while half of the country is starving to death.
Expect very harsh economic sanctions against N. Korea in the following weeks.

I highly doubt that a war will be waged against North Korea as it will affect South Korea most of all (with hundreds of rockets currently pointed against Seoul as we speak).
This will only be resolved if China & Russia exercise their huge diplomatic clout over North Korea.
