The vehicle coding scheme or UVVRP will be suspended on July 27, 2010 (Monday) to give way for the State of the Nation Address by President Benigno Aquino III. This is to allow citizens unimpeded travel to the Batasang Pambansa to witness this event.

MANILA, Philippines – The vehicular number-coding scheme will continue to be imposed in Makati on Monday despite it being lifted elsewhere in Metro Manila on the occasion of President Benigno Aquino III’s first state of the nation address, which has not been officially declared a public holiday.
Hermenegildo San Miguel, Makati public safety director, said the city government decided to maintain the traffic reduction scheme because the traffic situation in Makati differed from other cities in Metro Manila.
On Thursday, Metropolitan Manila Development Authority Chairman Oscar Inocentes announced the lifting of the number coding system in Metro Manila to allow the travel of people who would want to witness Mr. Aquino’s first state of the nation address.
San Miguel insisted that lifting the coding scheme in Makati even for a day would worsen traffic in the financial and commercial center where more than 800,00 vehicles run on an ordinary working day.
The number coding reduces the number of vehicles on the streets by 20 percent. Under the scheme, certain vehicles are not allowed on the road from 7 a.m. to 7 p.m. on days of the week that correspond to the last digit on their license plate numbers.
"For Makati to lift number coding during a regular workday would adversely affect the traffic situation," San Miguel said.
