PNP reminds holders to register loose guns

A NATIONWIDE gun amnesty designed to encourage holders to register over 100,000 loose firearms will take effect this month, Philippine National Police officials announced yesterday.

According to PNP Civil Security Group director, Chief Supt. Romeo T. Ricardo, Executive Order 585 signed by President Macapagal-Arroyo aims to provide holders of loose weapons in the country the opportunity to register their guns in a period of one year.

However, he allayed fears that lawless elements like members of the New People’s Army, the Abu Sayyaf Group and ‘Lost Commands’ of the Moro Islamic Liberation Front will be able to take advantage of the gun amnesty.

“We can immediately check the records of persons with dubious characters. Once they have derogatory records, we can immediately go after them,” the PNP-CSG chief said.

Ricardo also said that through the PNP Directorate for Intelligence, they could check known members of the NPA, the MILF and Abu Sayyaf who will avail of the program.

PNP Firearms and Explosives Division director Chief Supt. Florencio A. Caccam Jr. said registering high-powered firearms under EO 585 will cost the owner P4,000 and a low-powered, P3,000.

But he clarified that only civilians authorized by the PNP chief can possess high-powered guns.

Caccam said that applicants must be a Filipino citizen, not less than 21 years old and must submit proof of billing, residence and qualification. The applicant must pass a drug test, a neuro-psychiatric examination and take a gun safety seminar, he said.

Caccam bared that PNP chief Director General Oscar C. Calderon has ordered tight screening of licensed gun holders applying for a Permit to Carry Firearms Outside of Residence.
