Cost is a function of whims, needs, terrain, location, size, design, system, methodology, material choice, etc. Those factors are all open to bend except safety & quality(esp the vital utilities). It's kinda baffling knowing conventional concrete construction isn't the most efficient & ideal option here anymore, yet has remained THE preferred....& it doesn't help that standards have not evolved much over decades while labor & aggregate costs for such have skyrocketed.
