    Garcillano 'synonymous with lies,' says retired general

    THE NAME of former Commission on Elections (Comelec) commissioner Virgilio Garcillano is "synonymous with lies" and his reappearance is only meant to "exonerate the First Family," according to a retired general.

    At the same time retired Brigadier General Francisco Gudani dared Garcillano to tell the truth and not allow himself to be beholden to President Gloria Macapagal-Arroyo and First Gentleman Jose Miguel Arroyo.

    "Garcillano's name is synonymous with lies. Everyone can see that," Gudani told reporters in a chance interview in Camp Aguinaldo.

    "He's giving exclusive media interviews to exonerate the First Family," said Gudani who is facing a court martial for alleged insubordination.

    "People should be willing to die for a just cause. You [Garcillano] are willing to die for two persons," said Gudani.

    Gudani spoke to the media after a pre-trial investigation on the insubordination case filed against him and fellow Marine, Lieutenant Colonel Alexander Balutan, before the Judge Advocate General's Office (JAGO).

    The two officers face a court martial trial for testifying on the President's alleged links to poll fraud at a Senate investigation without Malacañang's permission on September 28.

    At the hearing, Gudani and Balutan asked military prosecutors to summon, among others, Armed Forces Chief of Staff General Generoso Senga and Gudani's former superior, Philippine Military Academy (PMA) Superintendent Lieutenant General Cristolito Balaoing.

    "He [Garcillano] is the one causing all the problems then he comes out and causes more problems… The key here is the truth," Gudani said.

    Gudani was one of four senior officers mentioned in the purported wiretapped conversations between Arroyo and Garcillano.

    In the tapes, Gudani was alluded to as a supporter of the late Fernando Poe Jr., Arroyo's closest rival in the May 2004 election.

    The other three were Army Chief Lieutenant General Hermogenes Esperon, Army 1st Infantry Division Chief Major General Gabriel Habacon, and former Southern Command (Southcom) Chief retired Lieutenant General Roy Kyamko.

    Garcillano granted media interviews over the weekend after dropping out from public view in June, when the wiretapped tapes were first disclosed.

    He has been invited to appear before an inquiry at the House of Representatives on the controversial recordings on Tuesday.

    Gudani also said that he had been in contact with Army Captain Marlon Mendoza, Garcillano's former security officer who told a Senate investigation last August 9 that the poll official had boasted of suspected illegal gambling lord Rodolfo "Bong" Pineda's 30 million-peso contribution to Arroyo's campaign kitty.

    Meanwhile, Armed Forces Inspector General Vice Admiral Mateo Mayuga said the military's investigation into the election fraud scandal was on track and would be finished by December 15.

    Mayuga added that the investigation would not be stalled in case he would be appointed as Flag Officer-in-Command of the Philippine Navy.

    "I can do three jobs at the same time, simultaneously. There's no effect. The report will be finished," he said.

    Mayuga is the highest ranking officer among the five contenders for the Navy leadership.

    Navy Chief Vice Admiral Ernesto de Leon will go on terminal leave starting Monday, three months ahead of his retirement in March.
