Makati City Hall Employees Have No TIN
Former Makati City Councilor Oscar Ibay yesterday challenged Makati City Mayor Jejomar Binay to explain why more than 80 percent of employees of Makati city hall over the last nine years have no registered tax identification numbers (TIN) as required by law.
Ibay said this was highly irregular and fuels suspicion over the existence of ghost employees in the city’s payroll and possible scam involving nearly half a billion pesos in public funds.
Ibay added official documents provided by his informants at Makati city hall indicated Makati city hall workers without TIN totaled 9,792 in 2001, xxx in 2002, 7,597 in 2003, xxx in 2004, and 8,068 in 2005. Makati City Hall employs about 12,000 workers.
The figures, Ibay stressed, have been certified true and correct by Elizabeth Baquiran, revenue district officer for North Makati, of the BIR’s Revenue District Office 049.
Under existing law, all employees must have a TIN at the start of employment. The TIN of an employee is a lifetime reference number used to facilitate tax payments and related transactions of workers with the BIR and other government agencies. Employers deduct part of monthly salaries of workers as withholding taxes and these are credited to their annual income tax payments.
