BI man reassigned, not sacked after NAIA incident

The chief of the Bureau of Immigration at the Ninoy Aquino International Airport on Thursday said the immigration official who had a brush with the President’s daughter at NAIA on Tuesday was moved to another department pending his investigation and not sacked as earlier reported.
"Right away siya naman ay inilipat namin ng assignment kasi 'yun ay standard operating procedure namin na kapag may iniimbestigahan na immigration officer inaalis muna namin siya sa kanyang place of assignment para mawalan ng bias doon sa ginagawang imbestigasyon," Ferdinand Sampol told Magandang Umaga Pilipinas.
(Right away he was moved to a new assignment because that is the standard operating procedure. If an immigration officer is being investigated, he is removed from his place of assignment to avoid bias in the investigation)
Sampol said Edgardo Padlan, an immigration officer at the NAIA’s departure area, was moved to the bureau's main office in Intramuros, Manila.
He said Padlan had been asked to explain his side.
Reports said Arroyo was at the special lane for diplomats and VIPs past 11 a.m. Tuesday when she noticed that Padlan accommodated and immediately processed the travel documents of the foreigner behind her.
Padlan, who did not recognize the President’s daughter, raised his voice when she complained about the unfair treatment.
Arroyo was on her way to Hong Kong to meet up with her parents. The President is currently in the Chinese mainland for an official visit.
Reports said the bureau placed Padlan on "floating status" due to the incident.
Both Malacañan and Arroyo said they had nothing to do with Padlan's punishment.
Padlan said he already apologized to Arroyo.
Sampol, however, said the bureau will file an administrative case against Padlan if the results of the investigation show wrongdoing on his part.
He also assured that the conduct of the investigation will be fair.
President Arroyo’s daughter, meanwhile, said that beyond Padlan’s behavior she was more concerned over the fact that he allowed the foreigner inside the immigration booth.
"Ang mas malala niyang kasalanan ay 'yung pagpasok noong dayuhan na 'yon sa immigration booth. 'Yon talaga bawal na bawal. Para sa akin mas malala kasi nababahiran 'yung reputasyon ng mga immigration officer na bakit pumapasok 'yong tao na walang karapatan na pumunta sa loob ng booth ng immigration officer," she said in a separate MUP interview.
(His more serious fault was allowing the foreigner to enter the immigration booth. That is strictly prohibited. I believe that was worse [than what he did to me] because his example has tainted the reputation of the immigration officers)
Sampol cited the bureau's policy that only the immigration supervisor, immigration and intelligence officers are allowed inside the immigration counter.
Arroyo, meanwhile, said it did not matter whether Padlan recognized her or not, asserting that every passenger should be treated equally.

Bakit ililipat pa ng assignment? Mas magiging masaya ang mga tao kung SIBAKIN na yan sa pwesto, then imbestigahan. Bakit, di ba pwedeng gawin iyon?

Pinag-aaralan pa daw kung simple discourtesy or gross discourtesy ang ikakaso kay Padlan.
Simple discourtesy:
First offense - reprimand
Second offense - suspension
Third offense - termination with forfeiture of all benefits
Gross discourtesy:
Six months to one year suspension
Bakit pinag-aaralan pa kung ano yung parusang igagawad? Pinag-aralan ba ni Padlan yung magiging consequences bago niya nilabas yung magaspang niyang ugali?

Hindi ko naman nilalahat (pasensya na po sa mga may relatives sa NAIA Immigration) pero ito'ng mga Immigration Officers ata ng NAIA ang isa sa mg pinaka-CORRUPT! Dito lang ako nakakita na yung mga matatandang immigration officers, ang lalaki ng mga gintong singsing, mga kwintas sa leeg at nagmamahalan na mga relos. .
Dati, garapalan talaga ang paghingi nila ng "pasalubong". Kahit malayo pa Pasko, sasabihan ka: "Yung regalo ko, ipit mo na lang sa passport mo." Ayaw pa nila ng Riyals, gusto US$! Pero nagkaroon na ng paghihigpit diyan. Sa ngayon, BAWAL na yan. Wala na talagang nanghihingi. (ewan ko kung may nakakalusot pa.) At yung mga alahas, pinagbawalan na rin silang isuot yan. Bawal na silang mag "show-off" ng mga "assets" nila.
Tanong ko po, magkano ba ang sweldo ng isang Immigration Officer, at ma-afford nila ang mga luhong ganyan? (Siguro, ang gaganda din ng mga sasakyan niyan. He-he!)
Pasensya na po, pero yan po obserbasyon ko, dahil matagal na po akong OFW. Ilang beses na akong, nasigawan at nakikilan ng mga ASWANG na yan, kada bakasyon ko sa Pinas. Okay na sana eh, pero nasira ulit sila kay Padlan.Last edited by chua_riwap; November 2nd, 2006 at 09:07 PM.

Dapat pati yong supervisor isama sa investigation at masuspende rin dahil palpak din ang dahilan nya. The mere fact na hindi pwedeng pumasok ang kahit sino sa booth nila ay malaking ground na para maparusahan sila. Ano yon dahil late yong foreigner e pwede ng pumasok sa booth? Haaaaaay, mga kamote!!!!

That is the problem if shady ang presidency. They can not act immediately as they really have to think of the consequences. Padlan will always be saying ihave apologized already with "I AM SORRY" and point out that the one in the higher position continues to rule with that "i am sorry" thing. Why can't i?
