The only places I know for sure that will be blocked because of the SONA would be Commonwealth and Mendiola.

    DUE TO ROXAS BLVD. CLOSURE
Limited US embassy operations on July 27

    INQUIRER.net First Posted 15:34:00 07/24/2009
MANILA, Philippines—The United States embassy in Manila will limit its operations on Monday, July 27, due to the planned closure of Roxas Boulevard and adjacent major roads on that date.
In an e-mail to media outfits, the embassy said it will resume normal operations on Tuesday, July 28.
On Monday, it will suspend visa interviews and issuances. However, some other consular services, including American Citizen Services, will be available.
The embassy’s Veterans Administration offices will remain open for business as usual.
The Thomas Jefferson Information Center, Public Affairs Section, and other management support sections of the embassy located on the Chancery and Seafront compounds on Roxas Boulevard will be open, but with reduced staffing.
Other embassy offices located outside the Seafront and Chancery compounds will be open.

The embassy is announcing the temporary reduction in its operation following an announcement by Philippine authorities regarding the closure of major roads leading to the embassy on July 27.
Vehicular traffic will be limited on some roads. According to the advisory, Roxas Boulevard will be closed to northbound and southbound traffic from P. Burgos Street to P. Ocampo Street beginning 7 a.m. until 12 midnight of July 27. P. Ocampo from Roxas Boulevard to Taft Avenue will likewise be closed, as will Adriatico Street from P. Ocampo to Quirino Avenue.

Catholics and Muslim's members are still significant than INC's...both religion's holidays are celebrated world wide...

Classes suspended in Metro Manila for SONA, INC anniversary

To make way for two national events, the Commission on Higher Education (CHED) and the Department of Education (DepEd) suspended classes in all levels in Metro Manila on Monday.

On Saturday, the two government agencies said that they were suspending classes not only due to President Gloria Macapagal Arroyo's State of the Nation Address (SONA) but also for the national observance of the Iglesia ni Cristo (INC) Day.

"I am declaring no classes in colleges and universities on Monday... 'Yung mga nasa probinsya ay magpupuntahan lahat dito [Those in the provinces would surely be flocking to Metro Manila ] so we'll be having a problem of traffic congestion ," CHED Chairman Emmanuel Angeles said in a radio interview.

The DepEd also cited the anticipated heavy traffic as its reason for the class suspension.

"Dahil po sa dalawang major event ang mangyayari… lahat ng klase sa pre-elementary, elementary at high school levels will be suspended dahil inasahan natin na may traffic congestions na mangyayari," said DepEd Metro Manila director Teresita Domalanta.

[Because of the two major events all classes in the pre-elementary, elementary and high school levels will be suspended since we expect traffic congestions to happen.]

Earlier, the DepEd had announced the suspension of 23 schools near the Batasan Pambansa Complex, where Arroyo would be delivering her speech, due to massive protest movements and the closure of a portion of the Commonwealth Avenue, reports said.

Arroyo also earlier declared July 27 as a holiday in observance of the 95th founding anniversary of religious group Iglesia ni Cristo. - Mark Merueñas, GMANews.TV

Hmmm, all they need now is to declare it a non-working holiday and we would be back to square one.
