Wheelbase is the distance between the center of the front wheel and the center of the rear wheel, so how can any wheels be designed to increase one's wheelbase. The only way I know to increase the wheelbase is stretching the vehicle. Could they be referring to the Track base which is the measurement between the center of both wheels on the same axle, which by using a negative offset you can possibly push the track base to be longer (wider).
