bumabaha ba madalas dyan sa lugar nyo? then I think the 2 choices that you've mentioned is not that suitable for your location, I think its better to buy a higher ground clearance car, a true SUV and having a 4x4 will help just in case you accicentally stuck on those potholes....
A pre-owned Gen 2.5 Pajero will be suitable given your budget, higher ground clearance, bigger cargo space, parts are in abundance, porma is okay for me (though this is very subjective and will vary from every individual)....
You probably can find a 2nd hand Patrol for your budget as well...or a Trooper...
For me these choices are a good one, you can even tow a trailer with a boat in it just in case the 'baha' will be too deep and you find yourself stuck just meters away from your house and in deep need of a boat to go home....herherherher

If you really concern about the baha, go for the CRDi tucson. less maintenance (or none at all) coz brand new and fuel efficient. Ang alam ko sa diesel engine kahit mataas baha hwag lang pasukin ang tambutso at air intake...takbo pa din.(tama po ba mga kapatid?)why don't you try getting a quote from them? no harm in trying.
I like both rav4 and mazda3. choosing between the two....hmmmm....rav4.

Buhay na buhay ang BGC this evening. Bukas halos lahat ng restaurants. Sabi pa nung isang cashier...
