True. Also consider grip for fuel savings. Less grippy tires tend to slip more. More slippage = more fuel consumption w/o thrust.
"Mura" doesn't always translate to more economy. You may pay less upfront for cheaper tires but get significantly less mileage on them, thus paying more per kilometer. We should at least take note of the mileage we get from the tires we use.

Just got Khumo 205/55/16 tyres for P3.7k/pc somewhere in Banawe. Mas tahimik sya and smooth kesa SA Bridgestone Potenza tyres na pinalitan nya.

Maxxis is very popular among offroaders. Medyo rin ang Gajah Tunggal & more recenty Nankang.
Maxxis & Kenda are good brands for bike/mountain bike tires.
I've tried Achilles & Kenda for our delivery vans and no problems so far. Hindi naman high speed ang takbo, so grip can not be tested. Pero heavy loads lagi ang karga namin at kinakaya naman.
This week I'll be replacing my old Dunlops with Nankang for my 4x4 rig para masubukan. Dunlop ko kasi 8300 each, yung Nankang 5300 lang.
