    There's an existing hole in the middle row pillar where we can mount a 3pt seatbelt.

    I think problem with retrofitting is the strength, if not properly done.. it'll be useless when you need it.

    True. The principle is the same as the rear mount tire carrier. You would need a durable frame/bracket in the panel to hold what is attached or else the panel may crack or be dented.
