Hmmm... Kung Hiace, those are probably 15" tires. There are lots of options for 15"s. Unfortunately, 16"s are a bit harder to come by, especially in Grand Starex size.

Federal is one tire brand with high load (118 AFAIK) rating due to 3 ply sidewall and 3+2+1 thread ply as well. Mas mataas sa mga branded tires na usually 112 sa AT at 106-108 sa mga HT tires. Mas mura pa ng kunti. Sa 265/70R16 P7,800 ata but Dunlop AT3 is P8,700. Might want to check if meron ganyang brand.

Unfortunately, A/T tires can get noisier than H/Ts. Not sure if there's an A/T for 215/70r16 as well. But hey, worth a try if you like the offroad look.

yup, agree with IMm29 that A/T tires are noisier than H/T tires and available variants for 16 tires are harder to find.
will probably look at Ry Tower's suggestion on Federal. kaya lang parang konti rin lang nagbebenta nito.

Minerva/Dubshop carry Federal. Try asking Freddie's if they can order you Neuton 225/70r16. Slightly wider but load capacity is the same.
