I check online and there's this company doing home service for change oil, oil filter, clean brakes and rotate tires. I ask them what oil they use and they told me they use Zic oil 10W-40 FS. Can this be use with Brio or other Honda L-engine? because the manual only indicates till 30 viscosity.

Stick within what is prescribed in the manual. By the way, Zic X7 10w40 is not fully synthetic, only synthetic blend.
If you want to use an affordable FS oil, I suggest you try Hyundai Xteer Ultra 5w30, around 1000 to 1200 per gallon. I use it now on my ASX. So far, oks naman. One of my staff is also using it on his 2012 City 1.3L AT.
I have also ordered a few months ago a gallon of IPOL MGN Eco Premium 5w30 FS (1200 per gallon). I will use it on my next oil change for the ASX. The shop where I service my FXT uses IPOL as its base lubricant for their oil change service when you don’t bring your own lubricant.
