Technically they usually increase by a millimeters or inches at the most. The huge change is volume. The larger panels used in the newer models make it look bigger but it's actually more space (for various other electronics to also take up by the way).
I mean for one my 300D (w123) is a few millimeters longer than our 300TE (w124) but the use of larger panels made enough room for more stuff and also made it more aerodynamic. Just an example of course.

2 reasons, to add more space and at the same time comply with new safety regulations.
The new Mini for example is a global car, so it has to pass all requirements.
The latest model even has a slightly higher and longer hood because of the new European pedestrian collision regulations.
Of course at the end, the Mini gets a 5 star safety rating at the EURONCAP.

Actually, the Jazz is as big as the the old EF Civics already, with more headroom. It's supposedly as big as the 80's Accord, but it's been so long that I can't rightly tell.

2009 is nearly sure.
Honda can't release more than 2 cars a year. Their schedule goes:
2006 - Civic
2007 - CR-V
2008 - Accord
2009 - Jazz
If the local Honda office has the good sense to reverse the order between the Accord and the Jazz, I'll be happy, but the Accord launch is already in the pipeline, and I don't think they can change it that easily.
