Considering andami nang fleet sales at contracts yung Foton, medyo sureball na yun sa bidding war. Proven capacity to fulfill contract. Proven capital to supply items before full payment. Tapos mababa price.
If there's any technical specifications stipulated for the trucks, unless crash-test data are included, no way to disqualify the Blizzard. Include crash test data, and di rin papasa ang mga Japanese na low-end, since di naman crash-homologated ang commercial versions (wala pa ASEAN NCAP scores).
Kung mag-re-require ka ng ABS at safety gear, disqualified din ang low-end ng Japanese. Pasok naman ngayon ang Thunder, na kumpleto lahat at CRDi pa.

The only way to prioritize quality over price is for an independent testing panel to grade the trucks on mechanical sound-ness and objective performance testing. In which case, cheapo base Japanese versus, say, the Thunder... eh... Foton pa rin.
