yup they enforce the traffic law. sila rin ang nagpapatraffic sa daan.

grabe, sa bawat intersection nalang o kahit saan man na matraffic, along the way, makikita mong may enforcer na nagtatraffic. i really doubt that they are the mere cause of it!

they have to balance the flow of vehicles in every way.
minsan kasi niraradyo nila from their other end kung ok na.

3 lanes either way ang e. rod. pero madals pinapayagan nila ang counter flow sa e rod. from st. luke's to QI. so yung galing QI from 3 napipilitan mag merge to 2 tapos may squatters pa sa tapat ng delos santos hospital kaya merge ulit to 1 pa mainsan

Some traffic enforcers do well naman but there are some who does not really know how to manage traffic (e.g. security guards in malls - malamang crash course lang on traffic management; mga baguhan - gaining experience pa lang).

But one thing I observed why traffic builds up fast in one intersection is that the traffic enforcers stop the cars too long. I think the correct approach is a shorter stop and go time for each intersection, just like a round robin logic in CPU processing. In this way, waiting time will be reduced significantly.

Some stoplights (e.g. Ortigas-Wilson interchange) stop the cars too long, and the "go" time is short, but traffic volume is rather large. And this causes heavy traffic.

Sometimes traffic enforcers interfere with the traffic lights and that causes confusions. If they do, they should turn off the traffic lights.

Yeah, IMO, if they must enforce traffic, they should turn off the traffic lights. It gets confusing otherwise. Also, there are traffic enforcers who know how to do their job. Some just seem to have worn the uniform and walked up to the intersection. Traffic just gets worse when an enforcer keeps one side stopped for too long, while the other side is going for the same time.
