Tourist Bus with Police Escorts

Asked my business law professor back in college about the legality of V.I.P. (or P.I.G.? ) convoys. He said, our constitution states that only the President and V.P. are allowed by law to have police escorts (hawi boys) provided they specify the route they're taking so that local police will be notified to help out the convoy. He said, this was written by authors of the constitution so as not to inconvenience the citizens of our land, i.e. to re-schedule their trip or take alternative routes. So that means, he said that, NOBODY else in our society are allowed to have police convoys.

so far di ko pa naman experience na maka-"sagupa" mga hawi boys. From the accounts of those who unfortunately had a brush with them, wala talaga silang pakundangan. There were even stories na tinatadyakan nila nakasagabal na kotse. IS THIS TRUE? does that mean na wala sila responsibility sa nangyari kahit magkanda-yupi-yupi ang kotse? ganun ba talaga yun?

I saw these SOBs while i was stuck in heavy traffic along the national highway in pansol, laguna. Hindi na nga halos gumagalaw ang mga sasakyan, nagcounterflow pa! At sumunod pa yung iba sa likod nila. Ayun lalong nagkabuhol-buhol. These police escorts ought to be fired from service para madala.:mad:

May nakasabay din ako na ganyan nung isang sabado ng gabi sa SLEX. dalawang police escorts at dalawang tourist bus habang traffic nun ah.Gulat nga ako kala ko "another feeling VIP".

Ako may nakasabay dati sa EDSA (about 2 months ago yata), a Nissan Patrol (red plates, forgot the color, white yata) and 2 motorcycle riding MMDA boys. Eto ang kinagulat ko: naka-flashers lang sila pero they were not trying to weave through the traffic, unlike the "hawi boys". Maayos ang pag-escort nila sa Patrol. Being polite and proper in escorting a VIP along EDSA has its rewards, motorists just let them pass through without even using the siren so much. DAPAT GANITO!

last november-december, i had the privilege to represent the country sa ASEAN TAYO search... may mga delegates na dumating, siyempre, from the ASEAN member countries... billeted kami sa isang hotel diyan sa makati and since madaming functions at activities, nagrent ng mga private coasters... dalawa, minsan tatlong coasters, every lakad. alam naman natin na walang coaster ang government kaya siguro sila nag rent... anyway, yun nga, every time na may lakad, may mga motorcycle "hawi" boys din kami... bukod dun sa mga security detail na nasa loob ng bus...

tama nga na may ilan na mga motorcycle escorts na for a fee (gaya ng mga nageescort ng mga container van/truck pag truck ban), pero yung mga ganung mga nag eescort ng mga tourist van, di natin alam baka naman kasi mga delegates di ba...

gaya diyan sa laguna, madalas may mga bisita sa IRRI galing either UN or sa ASEAN, talagang pinapasyal mga yun pag minsan... dun din sa ASEAN TAYO tayo na yun, may mga lakad na ipapasyal yung mga delegates sa mga tourist destinations... understandably, kasama nila police escorts... usually din kasi sa mga ganong lakad, de oras at de numero ang galaw nila... lagi lang sila sakto dumadating sa mga scheds... at talaga namang hectic ang sched po...

to sum up, pagbigyan na lang natin.. di naman malaking kawalan sa oras natin kung pagbibigyan natin di ba... malay mo, official naman pala talaga ang lakad...


f/n: paglilinaw lang po, di ko pinagtatanggol mga bike escorts ha.. dahil madalas sa hindi, nababanas din ako sa mga yan pag ako pinapatabi ng sa palagay ko e walang katuturan... hehehe... pero pag mmda or police ang escort, pinagbibigyan ko... mas banas ako sa mga local motorcycle traffic ek ek na nageescort... usually yun patay o kasal ineescort e... hehehe....
