Too many PASAWAY motorcycle RIDERS on the street

Now, why would they not apprehend bicycles in EDSA?

Whew!

for one, they don't have licenses to be issued ticket for traffic violations, secondly there's no law regulating the use of bicycles in national highways and other streets, imho
