wrecker ang sa pagkakaalam ko, driver ng taxi ang liable dito. Tama si don; dapat sabihan ng taxi driver ang mga pasahero nya na hwag bumaba sa gitna at bawal na lugar.

IMHO, it's the taxi driver's responsibility to make sure that nobody gets off unless the vehicle is properly parked on the designated loading / unloading areas. The left passenger door's child lock mechanism should be engaged so no one gets off or unless the driver opens it from the outside. Posting the rules inside the cabin will help educate the passengers.
And lastly, the traffic authorities must strictly enforce penalties to both the driver & the passengers who get off on areas without the Loading/Unloading Zones. Unless the discipline is there, we will be hearing more rants on this subject.
