read carefully...walang issue sa Vios na ginawang patrol car. Ang nagtataka ako ay bakit may 8 to 9 years old red plate "PHILIPPINES 2000" on a three year old '06 Vios. Di ba dapat red plates na Rizal series w/ "MATATAG NA REPUBLIKA" for any vehicles bought from 2003 and up?

July 23rd, 2009 12:26 AM #63Saw a red Kia Sorrento with plate # SHL-612 near our home. I wonder kung sino ang gumagamit nito? Pwede naman kasi Innova na lang instead of the Sorrento.

Yes there is a law that says govt vehicles cannot be used for personal purposes. I think it's EO 249, but toothless din.
Also, hindi lahat ng vehicle purchases dumadaan sa bidding. minsan negotiated sale. kelangan lang walang mag respond sa first bidding ad or gagawin nila ridiculous ang specs na walang bidder na kaya tapatan. declare na nila failed bidding na. then the head of the agency can negotiate with his preferred supplier.
pwede i-mention ang brand kung ang specs mo ay yung manufacturer lang na yon ang gumagawa. so ito rin ang ginagawa na loophole often.
sobra perang nagagawa dyan. at hindi lang sasakyan, basta meron bentahan o bilihan, meron SOP. Mga properties like land, buildings, etc. Even junk na binenta, pinagkakakitaan din. Pati nga mga services like security, janitorial, even yung mga mineral water dispensers for employees. Bayong bayong ang cash na dinadala sa mga officials and their associates.
I don't think there's a cure anymore. The government is one big organized crime family. My feeling is there is no agency head that is not tainted, kahit ano pa sabihin nyo. Those in government close to the powers that be know this. Even some of our seemingly pious officials get kickbacks (yes, the famous ones) millions at a time. Yes, even yung mga promising kuno na gustong maging presidente, humihingi ng SOP pag nagpapa implement sila ng projects from their pork. I know an agency that is an implementor of these ghost projects. Nangyayari parang money laundering kasi they can release funds only pag may projects. And the amount is staggering, billions.
Sorry guys for the off-topic rant, it's just that my blood boils when it comes to these subjects. But you know what the worst part is? We can't do a damn thing. :fire:
