    Effective on Thursday, 15 July 2004, MMDA will implement a new traffic violation ticketing system called Metropolitan Traffic Ticket (MTT) wherein an MMDA traffic enforcer (in light blue shirts and black pants) should issue an MTT only for a traffic violation without confiscating the driver's license. The MTT should be paid at MMDA or a Metrobank branch within seven (7) days. An unpaid or overdue MTT will be cause for rejection of a driver's license when renewal is applied for at LTO every three (3) years. Appeals for rejected driver's license renewals would have to be taken up in an LTO traffic court. Drivers who have been issued MTTs should therefore keep the copy of the MTT when marked as paid at least until the next renewal of the driver's license.

    Effective on Friday, 16 July 2004, Makati City will implement its new Traffic Ordinance which is basically the same set of traffic rules as that of MMDA and LTO but with higher fines for traffic violations. This ordinance will be implemented by enforcers (in yellow shirts and black pants) of the Makati Public Safety Authority (MAPSA). Unlike the MMDA traffic violations ticketing system, MAPSA will issue its own traffic ticket and confiscate the driver's license. The ticket will allow a driver to drive for seven (7) days during which time he must pay the fine and retrieve his driver's license at the MAPSA headquarters in Makati City (Makati City Fire Station, Ayala Av corner Sen. Gil J. Puyat Av).

    It is theoretically possible for a driver to be unfortunate enough to be apprehended both by an MMDA traffic enforcer if he commits a traffic violation outside of Makati City and by a MAPSA traffic enforcer if he commits another violation again in Makati City.

    got caught "swerving" kanina, on my way to diosdado macapagal avenue from EDSA.

    MMDA traffic enforcer asked for my license! completely forgot about this no-license-confiscation rule, kasi it was the first time na nahuli ko.

    managed to persuade him not to apprehend me though. mainly through charm and pagmamakaawa. hahaha!

    tsk, tsk. ba't di alam ng mga enforcers nila ang bagong rules?

    Anyways, kuwento ko lang.....


    On my way to Basketball practice... i tried to beat the red light (sorry peeps ) at the Shaw/EDSA intersection going left to Makati. Nakakainis kasi ang tagal na namin go pero yung mga northbound buses nakaharang sa intersection.

    So pinara ako ng MMDA dude as I was trying to beat the light. I managed to stop before the yellow box and said MMDA guy approached me. I gave my license etc. Nangatwiran etc. Kesyo hindi niya ineenforce ang yellow box kaya na-delay ako (as well as countless other individuals try to make the frickin left turn). Ang dami pang chechebureche.

    Nainis ako so I said "O sige na. Dibe effective today yung no-confiscation ticket?" Parang nagulat yung MMDA dude.

    "Eh ser wala pa yung mga bagong ticket namin e".

    "E ano gagawin ko? Sabi nung tito ko wag ko daw surrender yung lisensya ko (chika). Diba ito na ang bagong policy?"

    "E ser wala pa nga yung bagong ticket e"

    "Ay nako bahala ka. Basta alam ko no confiscation na ngayon. Sensya na boss, pero paki-bilisan mo na. ticket-an mo na ako, nagmamadali ako e."

    "Ser naman, high blood agad kayo e. Pwede naman pag-usapan ito."

    "Hinde. ticket."

    Nag green light na.

    "Sige na ser, next time wag kayong hahabol sa red light"

    "ok fine!"

    Lusot.

    Moral? Know the law. And dont try to beat a red light!

    Hirap naman kasi sa kanila, Effective na nga ang no confiscation ng license but it seems that the authorities are not ready. Kesyo wala pang bagong ticket, kesyo wala pang order at kung ano ano pa. ibig sabihin nagpapaayos sila.

    Hay, talaga nga naman.

    reason for the delay:

    mag-papractice pa daw sila about handwriting para mabasa daw ng machine...

    so, mmda can read but not WRITE!

    i had a similar experience last saturday. just came from a badminton game sa pasong tamo ext. so we turned right going edsa. yung friend ko who was driving di napansin na he was cruising sa yellow lane. Ayun pinara kami. So tinicketan kami sabay bulsa license nung friend ko. sabi ko dun sa aide,

    bro, effective nung 15 yung no confiscating ng license. ticket lang bigay mo and babayaran namin yan within 7 days sa metrobank.

    aide: sir, la pa yung resibo e kaya tubusin niyo na lang sa MMDA office.

    sabi ko, di na namin problema yan. dapat bago kayo manghuli e meron ka na dapat nung bago resibo.

    ayaw na namin patagalin kasi nga ang init dahil tanghaling tapat kaya kinuha na namin yung ticket.

    wasn't this policy suspended?

    from what i've read, the traffic enforcers have to go to a "handwriting" seminar as the machines can't read the tickets.
