This prob'ly is one reason kung bakit napaka-taas ng fines sa Makati (halos three to four times as much) - parang ni-legalize yung kotong and at the same time naging masipag manghuli ang mga traffic enforcers w/o getting marked as kotong cops.

makati rate and singil nila sa violations kaya mahal!
no offense to all concerned, bakit naman kasi kelangan pa ng plate cover?
may mas maraming mahahalagang bagay na dapat gastusan at alagaan sa tsikot. i would care less about my plates. in my experience, mas mabilis pa nga nabubulok ang body ng ride ko eh, which is a bigger problem!
wala po akong particular na sinasabihan. just saying my opinion. thanks! astig!

Ilang dekada nga ang aabutin nun, kaya lang yung pagdikit naman ng LTO ang magiging problema; you have to do that every year. At syempre kelangan nakadikit yun sa plaka mismo, hindi sa plate cover like some people do.

with regard to the TS,
im not really sure about your case (since im not into using plate covers), either you or mapsa is right.
if you really have the time and so much effort, you may continue the hearing. in that way malilinawagan ikaw at ang mapsa kung anu talaga ang batas. magkakaalaman din soon. after that siguro, masasabi na sa atin lahat kung anu talaga ang tama at mali bout sa issue na yan.
balitaan mo kami sir kung anu nangyari to have a true fact about sa controversial na cover plates na yan. hope maging ok naman ang kalabasan ng gagawin mong action.
if it sees that you are really in violation, ang question nalang siguro eh, bakit naman ganun kalaki ang fine? i think dun ka rin nagtataka other than the legality of your colored cover.
again, good luck and keep us updated. salamat po!

a bit OT but related sa makati's fine and enforcement..
narinig ko sa radio kanina, may nagrereklamo kay tulfo. hinuli daw sya sa makati kasi maluwag daw side mirror ng motor nya kaya wala sa tamang alignment, fine is also 2,500..
imho, tama naman yung pagkahuli dahil useless din yung side mirror kung di naka-align. medyo malaki lang masyado yung fine for a minor violation..
regarding "tinted" plate covers, i see no other purpose in using one other than to get away with coding violation..
