^^^ You can request your lawyer to file a petition with the court hearing the case requesting for a Hold Departure Order.
Effective June 1997, per Supreme Court Circular, HDO's can only be issued by Regional Trial Court (RTC) judges and ONLY in criminal cases. Since criminal case naman ang estafa, puwede yan. Just make sure na bigyan nyo ng copy ang Bureau of Immigration, at i-enter nila sa database nila.
Yung watchlist na sinasabi, walang epek yun. Individuals on the watchlist BUT without a valid HDO, can still leave the country.
Insider Tip: HDO's can be "bought," the amount will depend kung gaano kaswapang ang judge.

Baka yung BP 22 ang sinasabi mo. It's still a CRIMINAL offense, but the Supreme Court has encouraged judges to merely mete a FINE to convicted felons, and not imprisonment.
Only Congress can repeal BP 22, or any other Republic Act for that matter, but it can rule them unconstitutional and therefore unenforceable. Estafa is a criminal offense under the Revised Penal Code (Act No. 3815).
