sad to say, the general impression is that any mods done to a government vehicle nowadays are for the account of the taxpayers. one really big exception is if whoever is assigned that hilux is paying it out of his own pocket. i wonder what the odds are on that one.
i guess the only way to really find out about this is to call the number j_avonni posted and report that plate.

i was a gov employee(7 yrs to be exact) before..yung maliliit na bagay ginagastusan ko na walang kapalit...pinakikinabangan ko naman yung sasakyan sa tamang paraan..

Ganun nga... even if it isn't their own vehicle, if a driver uses an "official" vehicle everyday, there's often the temptation to "improve" or personalize it.
And there are some Government vehicles that are modified for good purpose. We went to a regional DOH office once for a survey of mosquito larvae (I was acting as a hired driver for a WHO study, as a favor to a friend), and they had a Toyota Hilux as a service. Modified to the hilt, raised, off-road tires, a roll-bar, and aftermarket shocks. But it needed them. The vehicle looked beat-up as hell, and when we followed it into the field, we realized why. Suffice to say, they did most of the work out of the back of the truck, and I spent most of my time sitting in the car on the side of the road.
Oh, but the Hilux in the picture? Those look like totally unnecessary mods.

I also prefer silver. hindi halata na madumi na and some imperfections like faded color and slight...
