Have your lawyer send them a demand letter, send a copy to DTI and Mitsu Motors Philippines as well. That's what i can think of from the top of my mind.
When we withdrew our reservation for the FD Civic from Honda Q. Ave some years ago, we got the refund after a month.

Kaya hindi ako naniniwala sa Reservation kuno. Kung gusto talaga nila makabenta mag lalagay ng maraming stock iyan at gagawa ng paraan sales agent
Kaya no matter how long the wait is, huwag ka muna magbigay ng reservation
well peude na siguro P350.00 hehehehehe

dapat siguro puntahan nyo sir doon sa branch mismo then kausapin nyo yung Manager or GM nung branch. sigurado makukuha nyo yung refund agad. (*sana)

in our experience when we purchased our montero sport from there a year ago, we were fortunate enough to get the unit in no time at all. in fact, the new monty was ready even before we were able to come-up w/ the cash
the problem we had though is that the lto papers were so long to come-by. although, i'm really not sure who's at fault there. is it mitsubishi phi, citimotors, or the lto? your guess is as good as mine because of all the finger pointing that's going-on over there
the triumph of man over... man!, using the crudest of implements (by modern standards).
