Though, I couldn't agree more that some people just don't know how and when to use their high beams, that's probably not a good idea. Gratifying as it may, I don't agree in reciprocating their intentional or unintentional wrong doings with another one. I'm not even sure they'll get your message by blasting them with your rear fog lamps. Besides, this is undeniably unsafe to the other cars behind you and needless to say, illegal.
I do hope that we adopt a similar practice being done in Saudi in that, you can signal the driver behind you to switch to low beams by flashing your hazard lamps a few times. They have a lot of highways there and when they get to an intersection, the drivers tend to forget that they're still on high beams.

kotse man o motor, nakakairita at nakakasilaw tignan pag nagBrake sila...

my car's rear lenses are white - but my bulbs are the correct color - red for brake, orange for signal, white for reverse -> pwede na po ba ito?

^ If I may add, also make sure that the optics (reflector and lens) works with the colored bulb. I see a lot of aftermarket white lenses with properly-colored bulbs. The problem is, some of the cheaper lenses have terrible optics. When the bulb lights up, you will only see the light coming from the bulb itself and little to nothing bouncing off the reflectors.

Ewan ko bro.,- but these drivers are not sensitive to what they're doing. Mostly, ito iyong naka dark tint sa windshield nila kaya palagi silang naka-high beam. Maraming ganyan dito sa atin and they are not safe on the road....
And, most of the times, makikita mo na heavily tinted ang windshield nila....
