    yan ang problema pag ang basic public services ay inilagay sa kamay ng private sector. syempre, profit ang ultimate goal nyan, at hindi pwedeng break even lang. pag gobyerno naman ang me hawak, like nung time ng CDCP, kukurakutin naman ang pondo.

    haaaaaaay, ang buhay 3rd world nga naman ...

    IMO, tsaka hindi pa po fully paid yan sa contractor.. meron pa yang equity na natitira.. industry standard or even government standard eh around 10 to 20% of total project cost eh hindi pa babayaran hangan't hindi pa nag eexpire yung warranty...

    we call it financial security sa DOF.

    IMO, consider this... parang kotse din po yan... hindi lahat eh perfect condition... meron paring hidden defects kung tawagan.. beyond the scope of the study..

    so meron po mga controls na nilalatag pra dyan... warranty against hidden defect... financial security. these are some of the provision which protects the creditor against the contractor..

    As long na ginagawa po yung mga defects ok po yun. Measuring the Quality of roads i think will start after the warranty... parang fine tuning sila hanga't under warranty pa.

    Dapat kasi bago nila ginawa yun NLEX, they should have watched Discovery Channel's the making of the Autobahn.
