Holes are "pre-drilled" by LTO. A small piece of white reflective tape from your local auto supply would cover the holes.

Open ang sides nya and yes nababasa ang loob. I had this same plate cover for the Honda since 2007 at hindi naman naiipon ang dumi dahil nga hindi sya enclosed. Siguro once a year I take it apart to clean the plate itself. I had no problems so far.
