    I have another question...

In a very heavy traffic, your engine is always idle... Is it better to turn it off rather than staying it on in idle?

best is to leave car in the garage and take a nice walk or bike ride to your destination
Aside from those mentioned above, the traffic authority should do their part in implementing traffic rules and regulation. Especially those puj utilizing evey corner as their jeepney stop or worst as their terminals. One more thing I observed is that when there is a no left turn sign along intersections, some car just stop at the intersection which is the inner most lane(near the centered island) when the traffic light turns green, they just position themselves at stop position waiting their chances to turn left. and this allowed by mmda and local govt traffic enforcer. The inner lane is supposed for fast moving vechicle , they should not stopped there causing car behind to change lane and exposed themself to accidents. To name a few streets, this happen at sta mesa cor. Pureza, Ssta Mesa cor. Santol, Taft Ave.coming from underpass corner Ayala AVe.
