Can non-CRDI diesels(e.g. distributor type, multipoint, etc) be modified to comply with EURO-4? Is it just a matter of adding fuel filters, catalytic converters and using EURO-4 fuel?

i wonder kung meron adblue tank/eura injector ang mga crdi vehicles na available sa philippine market? i haven't seen a crdi engine pa kasi.
i have no idea lang kung euro 4 emission standards din ang ginagamit ng mga LTO-accredited emission test centers? yung 20-year old L300 ng sister ko, tinitira ng high pressure water lang yung exhaust pipe bago magpa-emission test, pasado palagi.
