Hi to NO PLATE, NO TRAVEL
I was informed by numbah5 that , we, no LTO Plates are not exempted from coding? kasi sinita raw sya sa makati ,though no ticket issue, verbal warning lang.
Honestly even a little consideration I don't entertain this idea, yung last digit ng conduction sticker will serves as the basis daw. I remember sa Monty nangyari yan sa akin dahil almost one month na yung Purchase Receipt, ganon din verbal warning lang, ano say ninyo????.

Matagal na sir 'to. Especially in Makati, vehicles with no plates will have their coding schedules via their conduction stickers.
Here's a reference, (Section 2. Coverage and Application)
License plates include Vanity License Plates (VLP) and the Optional Motor Vehicle Special Plates (OMVSP) issued by the Land Transportation Office (LTO) and, for the purpose of implementation of the UVVRP, the last numerical digit of the same shall determine the day the vehicle is covered by the UVVRP. Without prejudice to applicable LTO rules on the matter, the last digit of the unexpired and valid conduction stickers issued by the LTO to newly acquired vehicles shall be considered in the implementation of the UVVRP.

The Number Coding Scheme, officially named the Unified Vehicular Volume Reduction Program (UVVRP), is a traffic management program in the Philippines that aims to reduce the amount of vehicular traffic in Metro Manila, the metropolitan area of the country's capital.[1] The program is enforced by the Metropolitan Manila Development Authority. The basic idea behind the program is that vehicles whose plate number ends in a particular number is barred from using the main streets of Metro Manila on particular days. For instance, vehicles whose plate numbers end in 1 or 2 cannot be brought out to the main streets on Mondays. The program's original proposal mandated that the color of the roofs of public transportation, like jeepneys and buses, is used as the basis for barring of these vehicles. Hence, the program is also often known as the Color Coding Scheme.
