November 10th, 2009 07:44 PM #12If you want it to be very legal, just consult the right professional - an Architect. They have services from pre-construction to post-construction. If the building needs to be renovated or remodelled, you will not be "cheated" as long as you find the right people to do the job. Just a hint: look for an architect-builder rather than an architect-contractor or engineer-contractor.
Also in Manila, fire protection is very important. 5-storey boarding house is high already. At least the minimum requirements are met., like FE stairs or ladders, standpipes, etc.
