Strictly speaking, past performance is not a guarantee of future results. Pero on average the bond fund has been earning a steady 7-8%. Philam's Bond fund's return is higher because they have been there longer and have a bigger pool of money, hence have more purchasing power.
The equity fund is outperforming the PHISIX index consistently, even during the bearish times.
The key is actually saving regularly instead of timing the market (unless you do your own research or have a research team picking stocks for you).
