does anybody know if the country has programs for farmers like crop insurance? the central plains have been hit again with flooding. how do the farmers recover from losses suffered during calamities and acts of nature? if it were private insurance companies, you had to wine and dine the employees responsible of taking care of claims. do the government entities like this make you spend some money before you can claim? sure, it is not the same as winning in lottery, but for money to be released, they ask for "balato"

With 20 typhoons annually, no insurance company would be foolish enough to do Crop Insurance.
