Hello Sir! I think these government departments can help you out with your venture:
- Department of Agriculture
- TESDA
- TLRC (Technology and Livelihood Resource Center)
All of these departments naman have listings either yellow pages under government listings or thru 187 operators.

Hmmm... Ako din I am looking into agriculture sideline. But more into carbohydrates like rice or wheat. Maybe a crash course or a vocational course could help. I dunno if UP has something like that?

rice and wheat - DA or UPLB or PCARRD-DOST
I suggest you buy some reading materials about how these commodities are grown to give you an idea.
Philippine Recommends book of PCARRD can be a good source of info. It is a series of books. Each book specializes in a particular commodity.
e.g. Philippine Recommends for Mango, Philippine Recommends for Rics, etc...
