Granting that there are situations wherein auxilary lamps or foglamps are required, it's pretty lame to drive around with your foglamps on every single night especially when the weather is clear.
Besides, using the foglamp can create a 'hotspot' just ahead of the front bumper which can pull the focus of the driver's eyes towards it (especially newbie drivers). This can result in the driver neglecting to check road conditions beyond the 'hotspot' created by the foglamps (which project a low and wide beam).
