May pa "take it or leave it" pa cyang nalalaman.
    sue the owner.
it will be up to him to prove in court, that the driver was "not authorized".
besides, what still can you lose?

Sue the owner and if you're feeling vindictive, alamin mo kung san sya nagtratrabaho sa Dubai and inform his company (anonymously) na me kaso sya. j/k.

Ung ugali rin nung driver na ayaw tumanggap ng responsibility sa pagkabangga nya, yan ung mga dapat tanggalan ng license and I-ban from driving.

If the vehicle is under bank loan, there should be comprehensive insurance ... file a case ... then request for a hold departure order or have his passport alerted ... that will give the owner headache ...

Kamaganak niya pala nagdrive eh, ano yun kakasuhan niya carnapping? Just to prove na hindi authorizer.

Sue the owner of the van for civil damages and file a criminal case against the driver. Criminal case na reckless imprudence resulting to damage of property.

Both criminal at civil aspect ang ipakaso mo.

Get a lawyer. A friend if you have one. Lawyers expense ipasama mobsa damages since wala naman sana case kung matino sila kausap kamo. Lalaki lalo gastos nila.

only the RTC can issue HDOs. reckless impudence resulting to homicide OR reckless impudence resulting to damage to property is under the jurisdiction of the first level courts (MeTC, MCTC, MTCC). the latter do not have authority to issue HDOs.
