Verify mo sa BPI/MS kung na-remit na ng Honda yung premium sa BPI/MS.
Regarding sa tanong mo where or whom to consult, its the Insurance Commission. They have a website (| Official Website of the Insurance Commission |)
Either you can call or write a letter addressed to the Insurance Commissioner. They will answer all your queries.

Yung premium po is kasali na sa DP sa unit kasi part ng promotion nila. Can the Insurance Commission do something to accelerate the processing?

Yan ang mahirap. The insurance company will not process the claim until the premium is fully paid to them.
Yes, the Insurance Commission can help. The important thing is try to make sure na remitted yung premium
    sa insurer mo.

Most insurance will settle the claim if premium is already partially paid, if it has PDCs especially if still within the 90day grace period, and if it is a renewal policy. However, if it is a brand new unit with no payment whatsoever, especially if it is a big loss, I doubt any insurance will settle it, unless of course if you are a valued client and you have collateral businesses with that particular agent/insurer.

However, in this case, the insurance coverage is not in question here. It is likely that BPPIMS and the dealer have an agreement in place so this is not a problem. I think what he is complaining about is the slowness of the processing. Now is still not the time for IC intervention though. You have to give ample time for the insurer to assess the damage first. It is not as easy as it looks. IC will only come in in case of nonpayment, or any dispute in the settlement of the claim.
