June 19th, 2006 08:45 AM #813‘Senate blocking RP energy independence’
By Delon Porcalla
The Philippine Star 06/18/2006
Even with gasoline and fuel costs escalating weekly, the opposition-dominated Senate has decided to block government efforts to pass the proposed Biofuels Act that was meant to push alternatives to expensive imported crude oil, the bill’s proponent complained yesterday.
"If the Senate had only passed the Biofuels Act, we could have celebrated June 12 as the day that we started our journey towards energy independence," said Bukidnon Rep. Juan Miguel Zubiri, author of House Bill No. 4629, which is now pending in the Senate.
"Unfortunately, the public clamor for cheap alternative fuel took a backseat in the Senate," Zubiri said. "Instead of stepping on the gas and passing the bill before they adjourned last week, they ran out of gas in the homestretch."
He also expressed disappointment over the non-passage of the House-approved bill, which could have done good for the country if the senators hadn’t "put politics ahead of the public clamor for cheap, plant-based fuel."
"With oil getting expensive, (the Senate) cannot afford to sit on a measure that promises relief to our motorists. Otherwise, it will leave the public very frustrated and fuel the clamor for (the Senate’s) abolition," he warned.
At the same time, Zubiri claimed in a news conference that "lobbying" by the country’s so-called "Big 3" oil firms — Chevron, Petron and Pilipinas Shell — aimed at senators and their staffs had weakened Senate support for the bill that was designed to drive down gasoline and diesel prices by providing cheaper and locally produced alternative fuels.
Zubiri said he will file a resolution when Congress resumes its session on July 24 calling on the oil companies to make public their stand on the issue.
He said that during the House hearings, these oil firms "did not raise any opposition" to the Biofuels Bill.
Caltex officials have admitted to discussing the bill with senators, Zubiri added, "and they said, ‘What’s wrong with talking with senators?’"
He also revealed that Chevron officials tried to obtain an audience with him, but said he declined to meet with them.
Once the bill is fully implemented, the prices of gasoline and diesel could be reduced by as much as 10 percent because the ethanol that is to be introduced to petroleum products would be exempt from the 12-percent value-added tax (VAT).
"By substituting 10 percent of the country’s imported oil with indigenous fuel, the country can save P35 billion a year from its oil import bill," Zubiri said in a statement.
Among the local available sources of ethanol are sugarcane, cassava, corn and tuba-tuba from the jatropha tree which produces fruit from which fuel can be extracted.
Zubiri said the Biofuels Act will improve the country’s air and help the agricultural industry as well.
House Bill 4629 was transmitted by the House to the Senate in November 2005.
"The Biofuels Bill promotes the development and consumption of plant-based fuel, such as bioethanol from sugarcane and biodiesel from coconut," Zubiri said.
According to the legislator, the Bioethanol Bill seeks the "mandatory blending of all gasoline locally sold with 10 percent bioethanol, the production of which the bill seeks to jumpstart by providing tax breaks to those who manufacture it."
Zubiri lamented that Sen. Mar Roxas has been uncooperative in pushing the bill, because he wants the use of biofuels to be voluntary on the part of the fuel companies, not mandatory as proposed in the House bill.
Nevertheless, Zubiri praised Senators Edgardo Angara, Richard Gordon, Sergio Osmena III and Miriam Defensor-Santiago, whom he called "the bill’s champions in the Senate."
"Unfortunately, the others did not share their enthusiasm, as though treating the rise of oil prices as something that cannot be mitigated," he said, possibly referring to Roxas, his former colleague in the House of Representatives.

pera pera lang talga ang labanan dito... anything to protect their interest. sa mga kano, walang pakundangan ang mga lobby groups sa u.s. congress (that's your hint on who's leading the charge on the campaign against biofuels)
