Most generations of Civics had superior engines to the competition... but the superiority was mostly in terms of drag-racing... however, the typical low power at low rpms made some of the torquier compacts quicker in real-world use.

There's a reason why many teams in the PTCC have stuck with the EG and EK Civics. Well... many reasons... one reason is that the Civic is quick as stock, handles well because of the double-wishbone suspension, and because rule restrictions on intakes affect Civics less than other cars (no MAF sensor).
