this normally happends (the open deed of sale stuff). my opinion is even though he has registered his car, its not a concrete proof that you are buying a safe car. it can still be a hot car. you should verify first with the TMG to see if the car that you are planning to buy is not a hot car.
yung transfer of ownership, as i've previously mentioned is not required with the registration process. but for your convenience, you may do so both.
pwede yung i-sign mo is yung open deed of sale, but i would recommend that you should also sign something with the second owner as a proof that you have bought the vehicle from him.
hindi magkakaproblema yun in terms of change of ownership dahil ang hihingiin ng LTO is the deed of sale (which is the open one), between the original owner and you. kailangan mo lang nung second deed of sale between the second owner and you for your protection.

hindi. afaik, iiistencil nila yung engine and chassis # mo. sila gagwa nun dun.
kailangan mo dalhin yung orig or/cr mo + deed of sale.
magkano? ang alam ko, hindi lalampas ng 500 pesos. pero hindi mo sa kanila babayaran yun. sa landbank branch, tapos ipapakita mo sa kanila yung deposit slip na validated ng teller bago nila umpisahan yung process.

is the getting of the tmg clearance optional or is it a requirement of lto for them to process the change of ownership? Kilala naman kasi namin yung nagbenta nung kotse kaya alam namin na hindi hot car.
