In the Philippines, you generally need the OR/CR (Official Receipt and Certificate of Registration) before you can properly transfer ownership. The CR proves registration and vehicle details, and without it, you can’t complete the legal transfer at the LTO.
You could technically agree on a sale and prepare a deed of sale, but it’s risky for both sides until the OR/CR is issued. The safest move is to wait until you have the complete documents so the transfer can be processed properly and you’re no longer legally responsible for the vehicle.
