In normal driving, 14-16 km/l is perfectly possible on the highway... on the NLEX, 18-20 is a real possibility with conscientious hyper-miling.
On our Eco-run on the SLEX, we averaged 18+ km/l. And that's with traffic at the tollgates, speeding up and slowing down to do photography with our test unit (a Prius), taking a detour for drinks, and maintaining an average speed of around 80 km/h (GPS-measured).
If we didn't mess around, we probably would have gotten around 20 km/l. That's pretty freaking impressive for a heavy 1.8 liter car.
In city driving, though, the Civic is stuck between 8-10 km/l. But then, you knew that already.

Ahahahaha!
Opinion ko lang naman po. hehe.
