I bought a 2015 car as the previous owner is leaving the country. If I go for a change ownership, will we lose the free registrations?

Car is already registered since you bought it second hand. What you need to apply is change of ownership so the vehicleCR will be under your name.

No you don't loss registration. You may change ownership after 3 years during the next registration period para isang lakaran na lang. As long as you have deed of sale at hand, that will do for the next 3 years.
