there are some paint centers near banawe that mixes touch up paint, if you ask me they can't purely mix the exact color of the paint but for cover ups and touch ups they can already do the job properly in terms of hiding the visual defects

as for whether its polyurethane, that depends on what you want to buy, they have both for sale

as for the clear coat question, before what we did was mix a small amount of clear coat with the paint used for touch up and the results was great.

for deep scratches made by keys and tin caps then you would need a really really skilled painter to do the touch ups for that.
