The metal was not prepared properly. Some old rust could have been left behind which accelerated the formation of new rust under the paint.
When repairing rust damage, the metal has to be cleaned of old rust and a rust inhibitor chemical applied which will protect the metal from forming rust. After that, paint primer is applied, etc.

August 19th, 2009 10:31 AM #4Depende din kasi sa weather yan, dapat mainit ang araw para di bumula, nag aabsorb kasi ng moisture ang paint pag malamig, unless oven dried painting yan

Fiberglass panels (resin) tend to bubble especially when exposed to heat (and painted a dark color). It is possible the resin is not fully cured.
If it's not the fiberglass, it can be the painting itself. The paint layers was laid down too thick and was still wet when the next layer was applied.
