C5-Kalayaan Elevated U-Turn Work Starts

President Arroyo led government officials at the kickoff rites of the Circumferential 5 Road-Kalayaan elevated U-turn project held February 15 in Makati City.
Metro Manila Development Authority Chairman Bayani Fernando welcomed Mayors Joey Medina of Pateros, Robert Eusebio of Pasig City and Aldrin San Pedro of Muntinlupa City, Pasig Rep. Roman Romulo, Quezon City Rep. Mary Ann Rosa Susano and Taguig Rep. Henry Dueños to the groundbreaking.
“This traffic engineering is one of our permanent solutions to reduce the traffic conflicts in the area, where vehicles can hardly move about in any directions at any given time,” Fernando said.
He described the elevated slot as the first of its kind in the country and superior to the Balintawak-Cloverleaf interchange.
“This is a project wherein we gave our hearts and souls to enable that this would be the best traffic innovation of our agency.”
Assistant general manager Cora Cruz, the program director, said visual simulation tests and comparative analyses showed that the construction of U-turn slots proved to be the most viable traffic reduction measure.
“C-5 Road will become a stand-alone interchange where the presence of traffic enforcers, not traffic signal facilities, may no longer be necessary,” she said.
Cruz said the project would cost P300 million against the proposal to put up a P600-million underpass at the C-5 Road-Kalayaan intersection.
“While the slots would take six months to build, the underpass needs at least eight to one year of construction.” Rio N. Araja
